America’s largest pharmacy chain was recently at the centre of a major data security scandal, which resulted in Federal Trade Commission (FTC) charges and a hefty $2.25 million fine for breaching the Health Insurance Portability and Accountability Act (HIPAA).

Far from being a high-tech hack attack, like the one experienced by Heartland, the CVS incident involved a simple failure in disposal procedures, with employees discarding sensitive information (such as the stickers on pill bottles) in the trash.

This case demonstrates two significant points: i) Enforcement of the HIPPA regulations is now a priority and there are significant fines that can attach even in the absence of actual harm or financial loss to individuals, and ii) strong technical security measures are not the only components of an effective IT security strategy….even the most sophisticated systems can be circumvented by careless employees.
